CCA Commends the FCC for Considering Smaller Carriers' Limitations in Text-to-911 Rules

Today, the Federal Communications Commission (FCC or Commission) approved new rules designed to bring text-to-911 capabilities to Over-The-Top (OTT) messaging services and smaller carriers. CCA (Competitive Carriers Association) thanks the Commission for its consideration of smaller wireless carriers' needs in implementing text-to-911 services, an important life-saving service.
"I am very pleased the Commission has adopted a common-sense implementation timeline for text-to-911," said Steven K. Berry, President & CEO of CCA. "We absolutely agree that consumers and public safety should have access to text-to-911 services as soon as possible. While we remain concerned about the speed of public safety answering points' (PSAPs) technology adoption and OTT providers' access to our carrier members' networks, CCA is pleased the FCC acknowledges the need for certainty before implementing these new requirements. Competitive carriers, especially smaller carriers with limited resources, must have the assurance that the PSAPs systems are able to receive and process text-to-911 messages."
"I commend Chairman Wheeler and the Commission for moving forward with a technology-neutral, predictable policy solution for text-to-911 and for listening to the concerns of smaller carriers. Competitive carriers need adequate time to meet the requirements, as technology updates are oftentimes costly and intricate.
